that's right. the title of the song may refer to Tracy but the lyrics of the song (or at the very least the end of it) is about some other girl whom the Dynamites hated.

And yes, the Dynamites wrote the song. In the movie, Velma berates Mabelle for using the song (after Amber used it), but she counters by basically saying that they have every right to use it because they (the Dynamites) wrote it.
