I don't mean to flame at all. But you should not have them in the same cage together. Male and Female should be separated because of this. You probably have no idea how to take care of a baby you probably don't want to end up with up to 18 baby Chins in one year. I believe they can give birth to up to 6 each time. I know for sure they can have a preggo eggo 3 times a year. So do everyone a favor and don't let them do this, leave the breeding to experts.

I'm a chin breeder and none of my babies come out with genetic issues. That's thr responsibility of a breeder, to produce healthy offpring and to better the animal's population. I researched before considering breeding my chins and I read NOTHING about "not breeding domestic chinchillas". They only produce one to two kits a litter so if you have such a problem with it just dont breed your own.

Yes there can be genetic problems but its not bacause they are captive its because of bad paring or breeder being experienced. Go do some reseach.
