1 and 4 don't have thrust reversers due to their vast outward position in order to prevent damage from debris swirled up by reverse thrust as the outer engines might easily jut out the tarmac of many, if not most runways.
apparently airbus wanted to entirely do away with thrust reverse claiming the braking system was sufficient enough to stop the aircraft. but the governing bodies (FAA isit?) didn't approve that and demanded at least 2 engines must be able to reverse thrust.
