The song was made in memory of Syd, and conveys different emotions of how they felt during the time he was with the band, and how the think he may feel now ('now' as in when they recorded it)

Have we come to this? Comparing what band is best by hit albums? Tool is not the next Pink Floyd, you can never match their sound, or even get close. I love Tool, but Pink Floyd is just in a league of it's own.

The only band that can be considered the next Pink Floyd would be Porcupine Tree as there are some similarities, but Steven WIlson hates that so it's not said.
