Bureaucracy is nothing more than legalized extortion. Therefore, a good bureaucrat is someone using coercion to extort money. Likewise, the State is a criminal organization, and like every criminal organization, the State has to lie and use violence (such as beating and killing dissidents). I take your word for it, but just as honest feedback, this video angle isn't resoundingly convincing (I'll see Sam's video). A couple ideas to try next time:
1) he made a subtle overture (his 'straighten up' comment). Be open to taking detours on these. MLK taught the highest purpose is to win them over.
2) Ask, "are you aware that under RSA-91a public officers and employees can be held personally responsible for attorneys fees and court costs when they impede the recording of a public hearing?"

Put them on notice that it don't work that way. Then pick a second one, and another after that, until they recind all of their illegal legislation and interpretations.

If the room isn't big enough to hold all the public interested in viewing the proceedings, then that governmental body is responsible for providing a larger room. What difference does it make if the public views the proceedings in person or by video? NONE. Cameras ARE legal at any public proceeding.
I get the desire to the right thing, on both sides. You have to remember to be peaceful, don't give them a reason to abuse you more than they do already. If pressed, back away peacefully. It's a game to them, they got the guns, the prisons, and the wherewithal to murder people who disobey or dissent. Don't give them an excuse. Don't tempt them to harm, they will. Look up Psychopath, not all of them are, but most of them are. "Every cop is a criminal, and all the sinners saints"
