Lincoln tabled the Emancipation Act to his cabinet and said "I want no discussion of this. I have made a promise to my creator."

He did so as a cynical war measure - nothing more. He was a flaming racist himself and wanted to deport all blacks which he said publicly and repeatedly.
What the US should have done is implement a compensated emancipation scheme like everybody else did...but the northern states opposed that-they didn't want to pay.
