During a time of war, thats extremely neccessary to fuel their war machine. this was prior to our declaration of war. As a result,  they had to retaliate. it was a logical move on the japanese's part. It was our fault Pearl Harbor happened. after we realized it was too much for us. we dealt a cheap shot to them. The best choice was to stay out of the japanese's battle.
