I'll stick up for Boxer here, even though I don't like her. Alford is testifying specifically on behalf of black people and their business interests. That's his job. He's not there as a general expert on energy. He is opposing legislation on behalf of blacks. So, Boxer countering with testimony with support from another group that represents blacks is relevant and not racist.

He's not an expert on energy, but he is an expert on business, which is why he is there. He's also not there to speak for the black people, but for black business owners, and this energy legislation will levy higher costs of opperation on black and all business owners.
