For control when in above the turtle you can use a wrestling principle my BJJ teacher taught me of pulling the opponents ankle hard into his butt, this will stop him from being able to stand and is great from the front if he already has your leg and is pulling it in.The clock chokes are also great from above turtle.
If you have trouble with your chokes once hooks are in, try pulling back with one flat open hand on the forehead first, pull it back as far as you can too, to really expose the neck

I really have problems when someone is in a turtle usually i hook my legs in and try a choke bu 9 /10 it fails
