Just imagine, if this African president bought 1000 used massey ferguson 240 tractors each for about $10000, then trained engineers to repair them fully, farmers trained, Uganda would'nt need to go around begging at the feet of white man for genetically grown corn, expired canned food. If you are waiting for foreigners to develop your country you are going to be waiting for a long time. You have to empower your own people, change the education system from just theory to builders. You have African engineers that can't build a simple house, but can tell you how to. electrical engineers that sleep in darkness???? You have to build small scale industries.
