This is a real challenge in developing world - how to achieve economic growth without social displacement of rural and tribal people. The Narmada project has been delayed for years because of land activists and court hearings. I also doubt India has a sound mechanism to rehabilitate (read: relocate & re-train to be gainfully employed) displaced people.

The project was an World Bank one. From 1985 to 1993, than it left the project and the government went on with it.
