you need an overload of calories to fuel growth and weight gain.
isolation work is beneficial but if you develop big compound lifts like squats, bench rows and shoulder presses you will develop big arms to go along with those big lifts.
someone who can bench and row a large weight will have decent arms to go along with it.
even if it doesn't work, and you're hating on it, at the very least it will get you started in the right direction.. it'll work better at gettin your arms bigger than doing youtube searches on gettin your arms bigger, lets just leave it at that.
