Feet and shoes are controlled by the comic. Second person controls arms (see I Love Lucy), notice arms are stubby. This allows comic to coordinate jumps. Can be considered a puppet because comic's arms and hands are actually the legs and feet of the character. The hands of the second performer can be seen but this is similar to Chef on the Muppets, also the Paul Winchell puppets. Perhaps the only controversial thing is that a real head is seen. Partial puppet?
