You'd be surprised. The ones that are noisy and I mean loud (120+ db) are : really old scooters with modified exhaust, courier scooters which have engines designed to pull heavy loads therefore noisy & slow, and basically any new scooter with modified exhausts, I think they like their vehicles loud to avoid accidents, vehicles in front tend to swerve alot to avoid potholes, so if you're behind, the louder u are, the less likely they will swerve. I live on 2nd floor, it's frustratingly loud!
I saw it the other day, a fast 250+cc motorbike in the middle of the city of saigon, everyone pretty much stared at him, people in vietnam are jealous of those who have faster bikes/scooters because they know these vehicles cost heaps! a150cc scooter costs about $7000 USD, 4 years worth of work, but, a motorbike in a city where the average speed is 25kph is an accident waiting to happen, there's pedestrians, pushbikes, people pushing food carts, people pushing the people pushing food carts.
