If you had a clue you would know 4 cops on one is for the officer and the person arrested. 4 officers mean someone being detained can be controlled properly, meaning less struggling and less injury to them. If an officer wanted they could take you down by themselves, but its better for both parties if its controlled with an officer on each limb. get your facts right.
