Shiina Ringo wrote and produced some songs/album for Rie Tomosaka. Rie Tomosaka is just an Actress/Performer-Singer. So yes, this is a bonifide Ringo song/version. And yes the musicians on the background are supposed to be a band of Shina Ringo's with the real Shiina Ringo sitting behind the piano.

This is THE Shiina Ringo version... TR only sings in it. The other version would be the Tokyo Jihen version with SR as the vocal.
