Yes, acting like it was a war declaration would have killed thousands of civilian lives but it seems that nowadays it is the same. They could have struck the taliban so hard that they might never recover, but they didn't and know they're slogging on, fighting skirmishes here and there, surviving bombraids and so on. Already the war has cost more lives than direct action would have probably taken, the best thing for them to do now is indeed have peace talks or retreat.

Yes, acting like it was a war declaration would have killed thousands of civilian lives but it seems that nowadays it is the same. They could have struck the taliban so hard that they might never recover, but they didn't and know they're slogging on, fighting skirmishes here and there, surviving bombraids and so on. Already the war has cost more lives than direct action would have probably taken, the best thing for them to do now is indeed have peace talks or retreat.

A friend and I recently discussed the war in A-stan and we came to the consideration that the US might have handled 9/11 the wrong way. 9/11 was a declaration of war and should have been dealt with as a declaration of war. What first was thought to be a small gang of terrorists seems to be an organization of tens of thousands (there around 1 million die-hard taliban, mind not all armed resistance fighters).
