This is the industry. Now the control room would have, but before it went on and she was informed they would have confirmed it.

One plane hitting a building could be a freak accident. Two planes hitting both towers within an hour - two towers that have been specifically targeted by terrorists before, is no freak accident. The moment that second plane hit, everyone knew what it was - except for the people at BBC I guess.
