no those homes were either all paid off, or "commercially" owned.. Pretty much private landlords whom own alot of properties here. Whoever is torching this palce... STOP PLEASE SERIOUSLY! the department is tired of getting up at all hours ( since it is majority volunteer who get nothing out of this other than saving someone's life or if possible home ) to come put this crap out when they know they have work in less than a few hours from when they usually leave the scene of these. ENOUGH ALREADY!

real estate investors .. they can't sell them .. and they're insured for whatever their value was the last time the insurance policy was written ... so, this will pay off the loans/mortgages on them .. and open up the area for after the economy recovers.. if it recovers .. and they will still own this currently worthless land.. old game.. it's been done for decades, if not centuries.. it's probably been done while the homes were occupied in the past.
