Every city hates these kind of cops. Trust me if police unions were not as strong as they are it would be easy to clean up corrupt cops. Although on the flip side you would have politicians influencing police actions even more. Tricky balancing act. But I guarantee that lawyer took the case pro bono because he knew it was an easy settlement/win case. Probably made close to 100k on that. I'm sure the man made somewhere in the ranges of 500k-1 million.
Figuring they pretty much destroyed his life, I see a settlement of hundreds of thousands if not a million dollars.
If that happened to me its easily in the middle of that range as decades of accumulated possessions would be lost that would be irreplaceable - especially if I lost the job that it took decades to coem across the opportunity to get into.
Apart from that - the cop needs to be fired for lying, and jailed for perjury.

1. Even at max, we are talking about 10,000 users out of almost an entire population.
2. A tolerance of 9,000 makes that statistic look shaky, you just picked a number and moved the decimal point over one place.
