The way I see it, I guess he tries to make a speedrun to finish the game in 100%. It means he will do all the hidden things, side missions, etc. as quick as possible. There was somebody, who did a 100% speedrun of Grand Theft Auto III for Windows PC in 8 hours and sent it to Speed Demos Archive.
