The goalkeeper has probably stupidly picked up the ball after one of his players passed it back to him - where ever in the box he picks up the ball from a passback - thats where the free kick is given. Regardless if its closer to the goal than the penatly spot.

@Cuccudiello La punizione a due in area si da nel caso ci sia un retropassaggio(volontario e CON I PIEDI...con la testa invece il difensore può darla al portiere e il portiere può usare le mani) di un compagno ed il portiere prende la palla con le mani, oppure quando in area di rigore ci sia un fallo di "gioco pericoloso" la gamba tesa per intenderci. Se una di queste due infrazioni viene fatta dentro l'aria piccola del portiere, la punizione a due si batterà dalla linea di limite dell'area picc

But as oppose to a direct free kick, you can't score directly from the kick, the ball has to be passed - which is why Batistuta wasn't taking the kick but standing by to score the goal. Indirect free kicks in the box are often the result of a goal keeper picking up the ball on a back-pass from a team mate.
