I don't believe there actually is anyone running the place. It's just a constantly running volcano. I think they assume most of the residents are smart enough not to go around there and they probably give tourists the benefit of the doubt they are too. Lava is quite hot, unless you trip into it I can't see anyone doing anything too stupid.

Three, that area may have had a cloud of toxic vapors hanging around (if it was a natural depression. Four, the could have been a sudden release of superheated gas from within the flow itself. Five, you could have walked over an unseen lava tube and fallen through into a second flow. Six would probably be radiant heat igniting your clothing.
