It's called a filibuster, which is to say the republicans can hold it until 60 votes break it. The current Senate is 50D/49R/2I. This means that even though the democrats hold the majority, they don't have the votes to break a filibuster. What makes the current situation so bitter is the republicans are currently using the filibuster to block every bill the dems try to pass. This way they can point the finger at the dems and label them a "do nothing" congress.
Look deeper into the issue.

It was what the citizens wanted to hear! But where was the Life Line Legislation for the citizens, green card holders, and the 53 million illegals here caused by Congress not doing their jobs.
1. The social Security credit card! 1 % per annum. and any other payments back into the balance of the recipient.
2. The 90-100 year loan mortgage making 2/3 less payments and interest.
Why hasn't he done any of his promises .
Obama did'nt mention the solutions.He isn't doing his job now!

you clearly have no idea how our politics works. None of these things can be accomplished in the present due to the republican gridlock in congress, remember, they're the legislators. it is unfortunate that republicans like james inhofe (Oklahoma) will vote down a bill that would ultimately help their own state. why do they do this? To gridlock congress and point the finger at the democrats. they've become the party of dirty tricks. I yearn for the return of the GOP of old.

Good speech. Not the best speech I've seen Obama give. The venue was so massive and the crowd so loud it hurt the delivery a bit. What a happening! Historic.
