yondaimes side burns are much longer in length than naruto's or piens, if pein had the same length of side burns he would look actually like the fouth hokage and so would naruto, but the writers didn't and in the length of side burns to the characters in order to give them differences. side burns are the key difference between these characters. by the way headbands don't mean a damn thing as many nijas of the series wore headbands belonging to other villages they didn't originate from!
