The mark of electrolysis is production of any amount of gas production at a huge amperage cost. The mark of a water capacitor is HUGE gas production with a very small amperage cost, half an amp or less. Anyone claiming a Stanley Meyer cell should always show a measurement of the total amperage consumption, otherwise, there is no way to tell.
You should get the tubes so that they have a groove which positions the cathodes in the exact right spot for that end cap piece to slip on without taking so much time to position the cathodes manually.

Have you ever used 1 gallon of distilled water and one small packet of no sugar Kool-Aid?
It only works with the pipe system that you are using. It does not work with stainless steel plates.

Looks to me like you've plugged your electrode ventilation gap.. remember, the majority of the gas is produced BETWEEN the two pipes!!
Unless you spiraled some holes up the sides like a paint ball gun barrel..
