in my town its 2 engines and a ladder and the next alarm would be the same

It is 2 alarms because 2 engines and a ladder truck is 1 alarm and 2 more engines and a ladder is a 2nd alarm

It depends on what the SOP is of the Fire Department for the 1st alarm. The 2nd and additional alarms usually get the same as the 1st alarm, but not always. Plus you get a whole host of chiefs, special apparatus and support personnel on additional alarms. It can vary a great deal from one city or community to the next..

Nah! That is a one alarm response to an occupied apartment building. 4 engines, 2 hook and ladder trucks, 1 rescue and a battalion chief. Not all the responding units were captured on the video.
