The simple fact is those ballots are issued and controlled by Interior Ministry. Every single one has to be accounted for (they all have serial numbers) and if one is torn, invalidated, etc. It has to go on a form that is signed by representatives of all candidates at that polling station.

The fact that these guys have these ballots in their possession is a crime in itself and shows that somebody wasn't doing their job.

So it's totally normal that if someone was against vote rigging, but was smart enough not to shoot his mouth off (and be shipped to some torture camp), he would've taped the process in order to show it as a proof later. Just because it's a paper ballot system doesn't mean people can get however many they want. One ballot paper = One vote. Therefore only one ballot paper can be given per person, or more precisely one ballot paper can be give per ID. So either this person has fake IDs (illegal), or he works in Ministry of Interior and has access to ballot papers and has taken a bunch of them (again, illegal). In either case, and whether or not they're just staging the cheating, this video shows an illegal action.

The ballots come in two halves. One half has your personal info + national ID# and is stamped and kept by the polling station and the other half is your vote that goes in the box. It looks like they've already written the votes and put them in the boxes and are making up names and national ID#s to fill the other half so all the paperwork is in order.

It is illegal for anyone to have those ballots outside of a polling station. it looks like they're doing this in their home.
