-Maybe they are violating an act. Or they racial profile, i am sure in worse areas there are more minorities than anything, and realistically they cant do anything to you if you are not doing anything, but if that person runs, then they are hiding something.

@MrMegaWolfeman i dont know where your getting your info but even in canadian law classes they say racial profiling is a big problem specially against blacks and natives. The problem isn't that police frame minority's (wich is possible in some cases) but that they direct more of their attention and are bias looking at minoritys making them obviously misrepresented
