a public byway is a ROAD not FOOTPATH so if you dont want to encounter 4x4s or bikes on your WALK go use a FOOTPATH not a ROAD, yes walkers, horses, 4x4s and bikes can use byways but like i said if you dont wanna see them use a FOOTPATH where we are not aloud to go
