You doing it wrong!! You need to dodge an attack (x button on ps3), then hit right after your dodge that counts as one count attack. You can get two per person at the most. That leaves you with plenty of time to get the attacks in without the police interfering.

This achievement is the easiest one. I was doing it wrong and that's why I spent hours, or wasting them rather, because I was under the impression I had to knock out ten NPCs which is extremely difficult because of the cops. All you have to do on the 360 is start some shit with an NPC, hit A button to duck or dodge the incoming punch and then follow up with a punch of your own. I finished this achievement in no time and I only involved three NPCs.

@damatrix12 Thats a super-punch, when someone punch you press "block" and Niko will back or crouch down, and then press your secondary punch then he will do 1 of 4 differents punches, they do way more damage and you'll probably kill the enimie in 2 super-punches, hope that helped you out!

Or better yet get in a cab, its a destination for crying out loud! Pick it and , wallah! Your there! You should not play gta and not know the city layout and how to get somewhere!

There are some people that don't get achievement. It is NOT about the kills but about the COUNTERS. I just did the achievement and only killed 3 guys. This is because it only is about the counters and you can counter 1 person multiple times. Second, read the tutorial's discription, this helps a lot!
