This is the thing about games that have things that happen after the main game, as it is not always clear who is the final boss. @CYBERDISC U can acheive the same look just for blending increase the persistence and blending of the brush a bit ^^ also, the artist here is using "paint tool sai" u can find it for free on the internet (and there are lots of utube vids on how to find it free) or buy it. Its rlly good and i suggest u try it out ^^
