No, for defending. Bulldogs were bred to distract bulls when the bull fighter was in danger. All domesticated dogs are bred to be human friendly (even pitbulls), and only become aggressive toward humans if they are scared or antagonized, which many "fighting" dogs are.

These puppies are just playing. Besides, they are teething at that age, so they chew and pull on anything the can get their mouths on, just like people.

I think they were also break for taking down bulls, one would jump onto the bulls mouth and lock down its jaw, and 4 others would bite onto the bull on it's limbs and take it down, not damage it, but get it taken down for safety reasons. (but that was just a story I heard.)
