If you had read Jefferson you would have noticed that he said General Welfare does not give Congress the right to spend money on anything they want outside the confines of Section 1 Article 8.
General Welfare refers to that which is provided by the 18 enumerated powers. Don't sound stupid by telling people it refers to health care. By that regard it would also include organic foods and the right to owning your own car.
