The music industry is a business and if executives don't think your image will appeal to the masses, they won't sign you. Very rarely (nowadays) do r&b/pop singers get far if they're not "model" ready. To answer your question about Justin Bieber; his singing and dancing abilities are average, but he's young and handsome which is very marketable. It's all about image.
