@paramolito - It is a Heil Talk Box or something similar. Basically, it is a specialized speaker which is connected to the output of the amplifier you are playing your instrument through. Attached to the speaker is an air tube (clear tube in video) which goes into the mouth. You either talk or sing along with the part you are playing on your instrument and that sound effect is produced. Roger Troutman and Peter Frampton are two of many that have made this effect popular.
