Mileena is a clone of Kitana created by Shang Tsung to keep an eye on Kitana as an eventual "replacement" He wanted Mileena to look like Kitana but have the bloodthirsty disposition of the Tarkata. Something went wrong with the cloning process and Mileena's lower half of the face got f*cked up. She has the lower jaw and teeth of the Tarkata but everything else is ok and normal. That is why you see her with her veil. But it would be safe to say she is half Edenian and half Tarkatan.
