He knows the groove for the JFSR. If you can make it happen on command, you've pretty much got Hwoarang down.

The Just Frame Sky Rocket. It's that high kick Hwoarang does that can launch. If you have perfect timing, you'll get it to execute faster (called a "just frame" attack, because you hit the command on the correct frame). It's noted by having those trail of blue sparks follow his leg up.

No, it's been around since he debuted.

And it isn't the only Just Frame attack. Other characters have them too (one you've probably seen is Paul's where he spreads his arms out and you have those blue sparks, Steve also has a Just Frame uppercut).
