They were happy with UN resolution 181 - the Arabs weren't. Now that Israel is constantly under attack of course their thinking has changed to expansion. Every time Israel negotiates for land it loses and gets 10,000 rockets in return. So one of the main reasons why this is the way they are is for the upper hand.
