Your a fucking legend, how do you even learn to get that good?

Could you tell me how you achieved the effect from 0.33-0.35? I've been trying to replicate it by using particular and cc vector blur but somehow i can't achieve the effect. Specifically, I'm stumped by the bright strand moving towards the middle.

Would be grateful for any tips you can provide on this.
