I don't think the term "lazy" is appropriate. To make music for small and underappreciated parts of the game is less lazy than it is comprehensive, as it would take the exact opposite of laziness to make such small details.

Also, while the length in which this song is short as far as the game goes, the scene it is featured in is a very important one. The context outweighs the length, so I don't think it's wasted. Besides, if you want to hear it more, it's right here on Youtube.
