@Oakleaf700 This is the winch zone for the helicopter. If you have personnel of equipment that is delivered or retrieved with a helicopter the pilot in the chopper will use this circle as his target for his winch wire.

It is chartered by the French state and is available to the Maritime Prefect of Brest at any time, to rescue people and especially for towing large boat in difficulties, generally in the storm.
