Comcast has been playing dirty to defeat Net Neutrality.

They actually hired people to fill the seats of a hearing to prevent the opposition's ability to attend and speak their voice. They got caught when the people they hired, slept though the hearing.

Considering that 100% of people who use the internet, use it for email, how it can't be classified as a "Communication" is just poor messaging by our elected officials who pretend to represent those who elected them.
