First of all its an interesting idea but where are you going to put 30 NUCLEAR POWER PLANTS not to mention it would HAVE to be a mobile device that can move quickly to intercept a hurricane which would hinder the power plants useless because how are they gonna supply such a large machine. I truly think the ONLY way to stop a hurricane is to induce opposite wind flow (windshear) and to tremendously cool the water ahead of the storm.
