You should never put a heating pad underneath a tank for frogs/toads. Nor do you need any kind of special lighting. If you want to use a heat pad, its optimal to stick it onto the sides.
hey dk like krn said dont use a heatmatt on the bottom of a frog/toad enclosure you can severly burn there bellies. although if you want to heat again like krn said use a heat matt on the sides of the enclosure or use a 50w infrared heat bulb make sure no higher then 50w and good luck with your frog

I have always used a heating pad on a thermostat...underneath the tank. You can regulate temps in the substrate perfectly!
I have always used "special lighting"...they get UV's in nature dont they?
