Neither HAARP nor a RADAR....what you have here is a textbook case of ionospheric sounding jamming another transmission. Also, (per description) there is no such thing as 'normal jamming' since jamming can be ANYTHING on ANY frequency. BTW, also, describing HAARP as an "EMP weapon" demonstrates a gross lack of understanding of what radio waves actually do. Since an EMP destroys electronics, the HAARP would only be good to use ONE TIME.

Sounds like a military radar, not HAARP.

Not HAARP.  This is one type of ionospheric sounder. You'll hear them in many places around the spectrum.

One late morning I heard this on 15.00 Mhz, right on top of WWV.

HA!!! At 4.30, the sup must have showed up. They got tired of blowing into the mic; tuned into Alex Jones, and put the mic up to the speaker! That's called the hillbilly jamboree! Good redneck way to jam anything that you can also receive and time [trans/recieve pulse train timing] doesn't matter.

Damn! That sucker is pumping out some power! That's what is can't go continuous. You hear later on they get smart and start banging on the emergency all-band Morse. Then they over power an FM then an AM transceiver and rub the mic on their shirt!

IN the Navy, I spent ten years listening to RADAR and other EM emissions. What you got there is a barrage jammer. No doubt about it. It's powerful, too. It can't be more than 40-50 mi from you.
