Neither HAARP nor a RADAR....what you have here is a textbook case of ionospheric sounding jamming another transmission. Also, (per description) there is no such thing as 'normal jamming' since jamming can be ANYTHING on ANY frequency. BTW, also, describing HAARP as an "EMP weapon" demonstrates a gross lack of understanding of what radio waves actually do. Since an EMP destroys electronics, the HAARP would only be good to use ONE TIME.

IN the Navy, I spent ten years listening to RADAR and other EM emissions. What you got there is a barrage jammer. No doubt about it. It's powerful, too. It can't be more than 40-50 mi from you.
Sounds like they've let squirrels loose in the studio...

Not HAARP. This is one type of ionospheric sounder. You'll hear them in many places around the spectrum.
