you have to finish land of elves and socialize with him and then build a computer near the gate and use the solar electric thing then he will play the computer and u can get past

what i did was use the computer scroll u can find on Rocket Reef and place it near the guy (socialize with him first, though) then u can use the axles to open the gate by connecting the axles to the little boxes beside the gateand the windmill. make sure u do both windmill thingies!
