In a way, I think they are not acting rationally.
Experience has taught them that war pays. If Hamas succeeds in killing Israelis, Hamas is that much closer to reaching its stated goal of destroying Israel. if Hamas however only succeeds in provoking a military response and Palestinians die, the Palestinian movement receives sympathy and support. In sum, non violence does not pay.
This is why the Palestinians have repeatedly eschewed a two state solution in favor of further warfare.

It's funny how they talk about an end to violence. The violence will never stop until Israel leaves Palestine. The violence is NOT there because Islamic people hate Jewish people. It is because Israel is occupying a territory that does not belong to them. (Religious beliefs are no basis for occupation, repression and murder; Islam is more tolerant of other religions anyway) The violence will only resolve when the root of the problem is solved, not when Hamas is eliminated.
