All of the winner's Pokemon are RNG abused, that's a cool way to get any Pokemon that you want, that's why Salamance, Metagross, Empoleon, Toxicroak and Ludicolo are shiny with good natures, as well, Snorlax was RNG abused, but in Emerald version, that's why it knows Self-destruction.
So make sure Salamence is down first. Plus, wouldn't it have focus sash so it would take 2 hits anyway? Though I didn't even know what attacks it had, I can't read Japanese.
Besides Anticipation, Toxicroak has a 2nd ability: Dry Skin. With this ability, it regains a 1/4 of their health if hit by a Water-type attack and also regain health in the rain. Yet, fire moves do more damage and Sunny day singes Toxicroak (1/8 of his health).

It was obtained by RNG abuse. I'm annoyed that I have to tell this to every single person who thinks good shinies/good IVs are obtained by hack. It's possible, within the game, to get HP Ice 70 in the matter of 45 minutes up to a few (~10) hours.
What's RNG stand for? I know soft resetting and well of course there are ways to check for IVs and all that. I think I'd be fine with 69, I wouldn't reset. lol.
Well, I'm not saying the IVs are hard to obtain (Well, that is what's necessary to obtain a high Hidden Power or so), but the Hidden Power itself would be much harder to obtain.
Just explain "RNG" and I think that may answer my question. To me, obtaining such would be a real pain, and based on luck. Maybe this method will help me.
Moltres' Hidden Power could be Grass/Water. Makes the most sense. And how can you predict if it's 70. lol. (You said Yanmega's HP Ice was 70, which is really hard to obtain legitimately).
He's a competitive Japanese battler, so he should know lots of things, including RNG abuse. It's very possible that he bred it in Emerald and abused the RNG to get the best IVs possible for HP Ice 70. Abusing the RNG is how I got a legitimate Timid HP Ground 70 Latios after about 45 minutes of work. Some people can do it in even less.

Beccause this is a special modified PBR disc, that's why they have Platinum outfits, the announcer is in English and the attacks are in Japanese.
It's a special disc that Pokemon Company creates for the finals.
