Exactly. In wartime any vessel they believed was supplying the enemy was a legit target. There was a war on.

Later in the war German ships full of German troops, German civilian refugees and in many cases Jewish prisoners left Baltic ports ahead of the Russian advance and were sunk and the survivors machine gunned from the air.

That was war.
